Letter: Zionsville Town Councilwoman Candace Ulmer’s response to “I’m Confused” by Wendy Brant

Dear Confused,

A narrow viewpoint might be that ZCS is in the development business. Similarly the Zionsville Town Council got into the school business due to advocating for fairness in the public school funding formula. What you actually have are the two largest taxing units for Zionsville residents working together for the betterment of our community.

The purchase of the Dow property is vital in giving us the opportunity to diversify our tax base.  The Town itself did not have the funds on hand for this purchase to capitalize on this opportunity and ZCS became our partner.  This is what both the Town and ZCS should be doing, working together for the best interest of our community. The result was the headquarters of Lids, providing a much needed business tax base increase for Zionsville.

The current public school funding formula is in need of revision.  State funding under the current formula averages around $5793 per student, yet Zionsville only receives about $4870 per student in state funding creating pressure for fewer teacher’s hence larger classes. The Town Council recognizes that the high quality of our schools is a major factor in the growth and vitality of Zionsville. It is good that Town Council officially supports ZCS in their quest for more equitable funding from the state.

Thankfully ZCS and the Town are working together in the best interest of our community and our residents.
