Donna Clark is serving her first term on the board. Currently a stay-at-home mom, she has worked as an environmental economist conducting economic analysis and developing economic restoration plans for Superfund sites and as a utility economist producing demand forecasts and strategic plans.

A 2010 graduate of the Hamilton County Leadership Academy, she holds a master’s degree in economics from Binghamton University, and a bachelor’s degree in applied mathematical economics from SUNY Oswego.

Clark has served on the Noblesville Schools Community Advisory Committee, the K through 6 Math Curriculum and Textbook Adoption Committee and the Redistricting Committee. She serves on the Noblesville Schools Wellness Committee, Youth Sports Alliance, Parks Recreation Impact Fee Advisory Committee, Noblesville Parks Board and is a member of the West Middle School and Hazel Dell PTOs. She also volunteers at West Middle School and Hazel Dell, and has coached for Noblesville United Soccer Club, Noblesville Youth Baseball and the Boys & Girls Club basketball league.

She is a member of Bethel Lutheran Church and its Christian Education Committee. She and her husband, Bill, have two children, a seventh grade student at Noblesville West Middle School, and a fourth grade student at Hazel Dell Elementary.

Jane Barr was elected to the school board in May 2008. A retired teacher, she taught for 30 years, 23 of those in Noblesville. She currently supervises student teachers from Butler University.

A graduate of Noblesville High School, she earned a bachelor’s degree from Ball State University and a master’s degree from the University of Illinois. Barr was co-chair of the Performance Based Accreditation Committee and then served as co-chair of the North Central Accreditation Committee for Hazel Dell and as a member of the overall committee for Noblesville Schools.

She is a life member of the NHS Alumni Association, a member of First United Methodist Church and its Rebekah Circle, treasurer of Alpha Chi Omega Alumnae Chapter and past president of Tri Kappa. She is a member of Delta Kappa Gamma, Hamilton County Retired Teachers, Kappa Delta Pi education honorary and the Noblesville Schools Education Foundation.

She and her husband, Jerry, also a Noblesville graduate, have two daughters, both graduates of Noblesville High School.

Julia Kozicki was elected to the board in May 2006, and was re-elected in May 2010 and November 2014. She is a Noblesville native, a Jeopardy! champion, and a graduate of Noblesville High School, Indiana University and Loyola University Chicago School of Law.

She and her husband, Jeff, have two sons, J.D., a sophomore at Noblesville High School, and Josh, an eighth grade student at Noblesville West Middle School.

Professionally, Kozicki serves as legal counsel for Sigma Kappa Sorority at the national headquarters in Carmel. She has been involved in a number of school and community activities, including the district High Ability Council, district Facilities Usage Committee, multiple redistricting committees, the Noblesville High School and Noblesville West Middle School PTOs, the district K through 6 enrichment committee, previously the district Community Advisory Council, the Hamilton County Leadership Academy, Tri Kappa and the First United Methodist Church.

Gary Duvall is serving his first term on the board. He is a lifelong resident of Noblesville and a graduate of Noblesville High School.

A realtor at Snelling in Noblesville, Duvall holds an accounting degree from Indiana Business College.

He has volunteered in Noblesville’s schools for the past 10 years and has coached baseball and basketball.

He is a member of the Noblesville Miller Backers and also is an announcer for junior varsity and freshmen football teams. He is president of Senior Citizens, Inc., president of the Noblesville Kiwanis Club and a member of the Noblesville Lions Club. He is also a member of Our Lady of Grace Catholic Church. He has three sons, all Noblesville High School graduates; three stepdaughters, all Noblesville High School graduates; and eight grandchildren, two in Noblesville Schools.

Kevin Kalstad was elected to the Noblesville School Board in November 2014, with this first term commencing in January 2015.

Kalstad is a business owner in the hospitality staffing industry. He is a Certified Personnel Consultant and a member of the National Association of Personnel Services.

He and his wife, Tammy, have resided in Noblesville since 2000. Together they are active members of White River Christian Church. He serves in the High School Ministry as a youth group leader and mentor. He also serves on the church’s A/V team.

Together they have two children, both of whom are Noblesville High School graduates. They also have two grandchildren.

Kalstad supports and has served in Noblesville Young Life and Wyldlife. He has previously assisted with the Noblesville High School principal selection committee, and has served at the Noblesville High School Baccalaureate at White River Christian Church for several years.
