Carmel mayor: Roundabouts, mixed-use development ideal for Home Place

Home Place officially became part of the City of Carmel on March 1, and city officials have been busy since then working behind the scenes with their county counterparts to create a seamless transition plan for services.

Carmel has already begun providing some services, such as trash pickup, stormwater and code enforcement.

“We’ve gotten tremendously positive feedback from an awful lot of people in Home Place about the code enforcement efforts. People were putting cars up on blocks and not cutting the grass,” Carmel Mayor Jim Brainard said. “They’re being counseled by code enforcement officers that they need to make changes. There have been quite a few improvements already that people have noticed.”

But those changes might seem minor compared to Brainard’s plans for the area. In the long-term, he’d like to see several roundabouts installed and new pedestrian-friendly development.

“We’re going to invest a lot in the area to improve property values and walkability,” Brainard said. “I’d like to see College (Avenue) turned into a beautiful boulevard with bike paths on either side. I’d like to see safer intersections and some mixed-use buildings on the corner that create a neighborhood center everybody in the area can be proud of.”

Brainard said the intersection of 106th Street and College Avenue is a prime spot for a mixed-use development, although he doesn’t have a specific corner in mind yet.

The city has been working to form a temporary, state-mandated Home Place Advisory Board to provide input on how excess tax dollars collected from the annexed area should be spent. Brainard doesn’t expect Carmel to have any excess funds, but he plans to use the group as a “sounding board” for plans for the area.

POTENTIAL ROUNDABOUTS

Carmel Mayor Jim Brainard said he’d like to see roundabouts constructed in Home Place at:

  • 96th Street and College Avenue
  • 106th Street and College Avenue
  • 111th Street and College Avenue
  • 106th Street and Westfield Boulevard
  • 111th Street and Westfield Boulevard

Funding for the potential roundabouts has not yet been identified.
