The Noblesville Engineering Dept. needs to publish the criteria used to deem a road in need of resurfacing, such as a section of 161st St between Gray and Hazel Dell roads.
The city has repeatedly patched this section of 161st Street to the point that the many patches have different colors from age. Is it traffic volume or volume of complaints that play into this criteria?
Publishing the criteria would give credibility to the roads selected for repaving and transparency to the actions of the engineering department.
