County Treasurer

 

Dixie Packard

Packard

Personal: Packard is a lifelong resident of Hamilton County, whose family has lived in this area since the late 1800s. Packard graduated Carmel High School in 1967 and attended Indiana State University. She is a lifelong member of the Carmel Friends Church and is an active member of the Carmel Rotary. She serves as treasurer of the Brookshire Village Homeowners Association.

Background: Packard was responsible for opening a satellite Assessor’s Office in Carmel, where she served as Clay Township Assessor from 1994 until 2010. In this position, she was involved with the implementation of market-value assessing. She maintains a Level II Indiana Certified Appraiser-Assessor certification, and has served as vice president of the Indiana Association of Assessors Inc.

A committed Republican, Packard was one of the founding members of the Carmel-Clay Republican Club and served as its first president and is serving as membership chairwoman. She has served as an elected Republican Precinct Committeeman for more than 30 years.

Jennifer Templeton

Templeton

Personal: A lifelong resident of Hamilton County and a Hamilton Heights graduate, Templeton  lives in Cicero with her husband, Lee. They have three children – Madeline, 14, Benjamin, 11 and Thomas, 6. Apart from her work in the treasurer’s office, she is active in Girl Scouts of America as co-leader for Hamilton Heights Middle School Troop No. 1318, a member of the Hamilton County Federated Republican Women’s Club and Cicero Kiwanis. Templeton enjoys volunteering to help with Lights Over Morse Lake children’s festival, and in her spare time, she enjoys spending time with her family.

Background: In 2010, the Hamilton County treasurer implemented a new tax collection system; Templeton was the leader in the development portion of the Treasurer’s functions and her responsibilities were to test and advise the developing company of any issues or changes required by state law. She has taken classes through the Association of Indiana Counties and received her Development Improvement and Preparation for Leadership Organizational and Management Achievement certificate and Continuing Education Certifications I and II.

Clark

Personal: A 33-year resident ofHamiltonCounty,Clark has served more than 22 years as a corporate vice president and trust officer responsible for more than $2 billion in assets. He has been active in youth sports in both Noblesville andCarmel, and is a past board member of the Noblesville Miller Backers.

Steven C. Dillinger

Personal: Dillinger has served as the Hamilton County Commissioner for District 2 since 2989. He is a fiscal conservative and serves the people ofHamiltonCounty with the philosophy written by Henry David Thoreau: “That government is best which governs least.”

Steven Powell

Personal: Born April 30, 1965, in Philadelphia, Powell has resided in Noblesville since 1994. He is a single father of a 16-year-old daughter who is a sophomore at Noblesville High School. Powell graduated from Haverford High School in 1983 and attended Southern University of Illinois, Olympic College (Washington) and Indiana University of Pennsylvania. He attends Northview Church in Carmel and is actively involved in the Wellington North Civic Association and Navy Club of Hamilton County.

Background: Powell served in the U.S. Navy as a Hospital Corpsman from 1983 to 1987. He worked as an Initial New Hire Training instructor for United Airlines from 1991 to 2001, and as an Internationally Qualified Purser from 1983 to today.

Kathy Richardson

Personal: A lifelong resident of Noblesville and graduate of Noblesville High School, Richardson is a member of the First Christian Church of Noblesville. She has been involved with Hamilton County Extension Board, Kiwanis International, Hamilton County Historical Society, Noblesville Fireworks Committee, NHS Alumni, Noblesville Riverwalk Committee, NHS Athletic Hall of Fame committee and Noblesville Miller Backers.
